On the afternoon of April 3, Beijing Forestry University held the 2019 annual meeting for assessment and evaluation of its administrative leaders. All leaders of the university attended the meeting. At the meeting, Wang Hongyuan, Secretary of the Party committee of the University, delivered a report on his work in 2019 on behalf of the leading group.
The report points out that 2019 is the 70th anniversary of the founding of People’s Republic of China and the first year for our university to implement the spirit of the 11th Party Congress. The leading group of the university has focused on strengthening the minds and guiding practice with Xi Jinping’s socialist thought with China’s new characteristics, and ensuring that they adhere to the correct political direction. In management, we have strengthened the building of leading groups, cadres and teachers, and integrated the development thought of “people-centered” and “teacher-centered” education. In the practice of performing their duties, the administration leaders have focused on the implementation of the fundamental task of building morality and cultivating talents, holding on to the important matters related to the overall work of the party and the state, the major matters related to the long term development of our university, the difficulties related to the development of the university, and the practical matters related to the safety and well-being of teachers and students.
In the past year, the leading group of the university has taken the important matters related to the overall situation of the party and the state as the primary political responsibility of the Party committee of the university, and gone all out to implement the decision-making and deployment of the Party Central Committee.
First, we have thoroughly implemented the spirit of the 19th National Congress and carefully organized the Party branches at all levels in the university to conscientiously study and implement Xi Jinping’s socialist thought with China’s new characteristics.
Second, we have accomplished the key tasks of political construction in accordance with the overall deployment of the Party Central Committee, the Party committee of the Ministry of Education, and the Beijing municipal Party committee’s request for strengthening the party’s political construction work in the universities.
Thirdly, we have made it a major political task to organize and carry out education on the theme of “never forget the original intention and keep the mission in mind”, and comprehensively enhance the sense of responsibility and mission of “educating people for the Party and the country”.
Fourthly, with a high sense of political responsibility, we have organized and undertaken four key tasks for the celebration of the 70th anniversary of the National Day, and seized the opportunity to strengthen the patriotic education of teachers and students
Furthermore, we have strengthened the leadership for the designated poverty alleviation tasks and contributed to the fight against poverty in Keyouqianqi (Horqin Right-wing Front Banner).
Lastly, we have deeply and persistently implemented the spirit of the Eight Regulations of the Central Committee, and actively practiced the “Frontline Rules” put forward by the Party committee of the Ministry of Education.
In the past year, the leading group of the university has made the foundation work related to the long-term development of the university as the focus of the work of the Party committee of the University, giving full play to the leading role of the group in seeking the overall situation and promoting reform and ensuring the implementation of the leadership.
We have paid close attention to the improvement of the comprehensive strength and competitiveness of the university and successfully completed the optimization and adjustment of the discipline layout structure. We have established the first Development Strategy Advisory Committee of our university to promote high-quality development and talents. Seizing the historical opportunity to expand the increment of development, we have taken the lead in establishing the Research Institute of Ecological Protection and High Quality Development of the Yellow River Basin in China. We have firmly set up the distinct direction of strategy to serve the nation and achieved new progress in implementing general secretary Xi Jinping’s “Four Services”. We have completed the difficult tasks in the reform of university-run enterprises as scheduled by resolutely safeguarding the legitimate rights and interests of our university.
Over the past year, the university’s leading group has made the implementation of the fundamental task of moral education the central work of the university’s Party committee, focusing on improving the quality level of personnel training, scientific research, international cooperation and cultural heritage. First, we have launched new measures for talent cultivation to effectively promote the all-round development of students. Second, we have strived to promote the reform of management and service, and reap both the improvement of scientific research strength and the output. We have also improved the level of international cooperation, and made new progress in international exchange and cooperation. By focusing on building a new pattern of university culture construction, we have been opening up a new scene of BFU culture construction. Moreover, we continue to implement the strategy of strengthening the university with talents and high-quality teachers.
In the past year, the leading group of the university has taken strengthening the Party’s leadership throughout the whole process of management as the main responsibility of the Party committee of the university, so as to improve the quality of management and serve the teachers and students more efficiently.
In practice, we have paid attention to the construction of system and mechanism, and introduce rules and regulations to ensure the Party's leadership by adhering to the President Responsibility System under the Leadership of the Party Committee. In addition, we have vigorously strengthened the construction of grass-roots Party organizations, giving full play to the role of grass-roots Party organizations in uniting and mobilizing the masses and leading the grass-roots. The spirit of entrepreneurship among the leading cadres of the Party members has been significantly boosted through firmly establishing a loyal, clean, responsible and correct governance. We have achieved positive results by fully fulfilling the responsibilities of the Party's integrity and ideology. While focusing on the reform of the two-level management system at university and college, we have been continuously improving the quality of governance. By firmly establishing the people-centered governance and the teacher-student-centered running ideology, we have been striving to do good things and solve their problems for all teachers and students.
The report stresses that in the future work, the university management team should take Xi Jinping's socialism thought with Chinese characteristics in the new era as the guide, closely sticking to the strategic objectives determined by the 11th university Party congress, and rely on the faculty and staff, giving full play to the role of the Development Strategy Advisory Committee, further promoting the work of the Yellow River Institute, and implementing the requirement of "breaking the five MUST-DO principle" in evaluation. We have carried out the 4th round of employment reform, built a more scientific evaluation system and a more reasonable income distribution system, and strived to create a good atmosphere for teaching, research and management.
