After getting his bachelor degree from the Wuhan Geosciences College where he had his undergraduate studies from September 1982 through July 1986, XIE went on to pursue his master degree at China University of Geosciences (Beijing) (CUG) during September 1986 through July 1989. He started his administrative career in 1989 and worked consecutively as vice director of the Office of CUG CPC Committee (from February 1993); director of the CUG Real Estate Development Office (from December 1994); vice director (from February 1996) and director (from March 1997) of the Administrative Office of CUG-run Businesses, during which he was also appointed as director of the CUG Fieldwork Base in Beidaihe (from April 1996 onwards); director of the Department of Infrastructural Development (from April 2003) ; and Vice President and member of the Standing Committee of CUG CPC Committee (from June 2005), where he worked until June 2016 when he was transferred to BFU and assumed his new role as the Assistant Secretary of BFU CPC Committee and member of its Standing Committee.
Chiefly responsible for CPC construction, infrastructural development, state-owned asset management, health services, population control and planning, and logistic services, he is directly in charge of the United Front Division of BFU CPC Committee, the Infrastructural Development Department, the Property Management Division, the State-owned Asset Management Department, The Center of Students Affairs, the BFU Hospital, the Office of Population Planning, the BFU-affiliated Primary School, the Logistical Service Corporation, and the Comprehensive Services Corporation. While sitting concurrently as vice president of the BFU Party School, director of the United Front Division, and secretary of the BFU Central Administration Sub-committee, he is also the designated university liaison to the School of Foreign Languages, the School of Arts and Design, the Secretariat of China Water and Soil Conservation Society, and the NFGA Nature Reserves Research Institute.
