LUO went to university as a forest conservation major in Nanjing College of Forest Industries (present Nanjing Forestry University) during October 1978 and July 1982 and was conferred his bachelor degree there. Afterwards, he was enrolled to the forest conservation postgraduate program in Beijing Forestry College (present BFU) in September 1982 and got his master degree in November 1985 when he started his career as a teacher in BFU, where he was successively promoted to the positions of associate professor (in March 1993) and full professor (in March 1995). He started in 2000 on his doctorate program in ecology on part time basis and got his PhD degree in 2005. Prior to assuming his role as the vice president of the university and member of the university’s CPC Standing Committee in August 2010, he had served consecutively as vice dean of the School of Forest Resources and Environment, director of the Science and Technology Department, Pro-Deans of the Biology College and the School of Resources and Environment, and finally dean of the School of Resources and Environment (the present Forestry College). In 2006, he made his way to the list of the Chang Jiang Scholars Program, leading figures of the MOE Education Innovation Team, the National Distinguished Teachers Team, and the New Millennium Talent Project. He is also the winners of the 2nd National Prize for Progresses in S&T, the 1st Provincial/Ministry Prize for Progresses in S&T, the Liangxi Award sponsored by China Forestry Society, and the Fok Ying Tung Education Foundation Higher Education Awards.
Chiefly responsible for work related with undergraduate education, quality assurance, continuous education and sports, LUO is directly in charge of the Department of Teaching Affairs, the Center of Teachers Development, the School of Continuous Education, the Department of Sports and Physical Education, the Museum and the Library. He is the designated university liaison to the School of Biology and Biological Technology, the School of Science, the School of Ecology and Nature Reserves as well as the Secretariat of China Forestry Education Society.
