Editor's note: Xi Jinping thought on ecological civilization is an important component of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. In answer to the national project, Beijing Forestry University takes the construction of ecological civilization as the driving force and development foundation. 新发展理念

New Concept for Development

发展是解决中国一切问题的基础和关键，是当代中国 的第一要务。中共十八大以来，在深刻总结国内外发展经验教训、分析国内外发展大势的基础上，针对中国发展中的突出矛盾和问题，习近平提出了创新、协调、绿色、开 放、共享的新发展理念。中共十九大把坚持新发展理念作为新时代坚持和发展中国特色社会主义的基本方略。2018 年 3 月，“贯彻新发展理念”正式写入中国宪法。

Development is the key to solving all of China’s  problems. It is a task of top priority for present-day China.

Based on previous experience gained and lessons learned  at home and abroad and an analysis of the global trend of development, and targeting problems arising in China’s  development since 2012, Xi Jinping has introduced a new concept of pursuing innovative, coordinated, green, open and  shared development.

In the report to the 19th CPC National Congress, he listed the new concept for development as one of the 14  points of China’s basic policy for the new era. In March 2018,  this concept was written into the newly amended Constitution of China.

创新、协调、绿色、开放、共享的新发展理念，相互贯通、相互促进，是具有内在联系的集合体。创新是引领发展的第一动力，创新发展注重的是解决发展动力问题， 要把创新摆在国家发展的核心位置，贯穿党和国家一切工作。协调是持续健康发展的内在要求，协调发展注重的是解决发展不平衡问题，要正确处理发展中的重大关系，不断增强发展整体性。绿色是永续发展的必要条件和人民对美好生活追求的重要体现，绿色发展注重的是解决人与自然和谐问题，要实现经济社会发展和生态环境保护协同共进，为人民群众创造良好生产生活环境。开放是国家繁荣发展的必由之路，开放发展注重的是解决发展内外联动问题，要发展更高层次的开放型经济，以扩大开放推进改革发展。共享是中国特色社会主义的本质要求，共享发展注重的是解决社会公平正义问题，要坚持全民共享、全面共享、共建共享、渐进共享，不断推进全体人民共同富裕。

Each of these five concepts is essential on an individual  level. Together they are interconnected, forming one  integrated whole.

Innovation is the driving force for development. Innovation should be put in the first place in China’s development and made the dominant theme in all work of the state and the Party.

Coordination promotes sustainable, healthy development and addresses the imbalance in development. China needs to properly handle major relations in development and enhance integrity of development.

Green is the guarantee for sustainable development and reflects people’s aspiration for a better life. Green development enhances harmony between humanity and nature. Coordinated progress of the economy, society and  environmental protection will create better living and working conditions.

Openness is a way leading to prosperity. Open development brings interactions between China and the  international community. China will develop an open  economy at a higher level, and promote reform and  development through opening up.

Sharing is an inherent feature of socialism. Shared  development underpins social equality and justice. China is  committed to having its development fruits through concerted efforts in all fields shared by all in a step-by-step manner, so as to achieve common prosperity in the end.

新发展理念传承中国共产党的发展理论，坚持以人民为中心的发展思想，进一步科学回答了实现怎么样的发展、 怎样实现发展的问题，深刻揭示了实现更高质量、更有效 率、更加公平、更可持续发展的必由之路，集中体现了中 国共产党对新发展阶段基本特征的深刻洞察和科学把握，标志着中国共产党对经济社会发展规律性认识达到了新的高度。按照新发展理念推动经济社会发展，是当前和今后一个时期中国发展的总要求和大趋势。

This new concept for development echoes with the CPC’s vision on people-centered development, and answers such questions as what kind of development to achieve and  how to achieve it. Innovative, coordinated, green, open and  shared development is of higher quality, more efficient, fairer and more sustainable. Such a new concept embodies the CPC’s in-depth perception of the basic features of China’s new stage of development, and of the dynamics underlying the economic and social development. It will continue to guide China’s development at present and in the near future.
